Not necessary to be presented in this order. Justin, let me know if I didn't get everything quite right. I hope everyone has a great Christmas!

2011 HCMA SUGGESTED RULE CHANGES
CLASS CHANGES
1.Change the 50 minis to A & B only. The A class being liquid cooled and the B class being air-cooled. – Helena
2. Delete all ATV classes. – Helena
2b. ATV's practice first and race last moto on ALL schedules. tracks can prep track during intermission. - Billings
3. Practice

big bike pro/int 20 min
beg/jr. 20 min
mini bikes/women 20 min
50's 15 min.
(this practice schedule is 10 min less than previous year plus allows everybody more time on track. Most riders these days have more than one bike.) - Billings
4.Combine Open Jr. and Open Beginner – to shorten the day. – Helena
5.Change the +30 class to A & B only. - Helena
6.Take the 250 2-strokes out of the 125 class. – Dillon
7. Go to age groups for mini classes. 65 5-8, 65 9-11, 85 7-11, 85 12-15, and mini true beginner (60's and up). Supermini would remain unchanged. Billings
8. Open classes changed to Outlaw A/B...A is for int and pro riders only. B is for juniors. Still have Open beginner class for first year riders only. - Billings
9. Outlaw A is a paid class.- Justin
10. Remove +25A & +25 B classes. – Helena
10b. 25A class pay class - Billings
OFFICIERS
11. Narrow HCMA officials down to 4 officers. referee, pres, events clerk, points/scorekeeper - Billings
12. Pay officers $150 day rate and no mileage. - Billings
13. Change the HCMA officials pay to $75.00 per day plus mileage for the Events Clerk, Points Clerk, Scorekeeper and Referee. Change the President and Vice President to mileage only. They would not be required to wear a headset and assist the referee – the referee can find them if needed. The race is supposed to be run by the referee and the assistant referee (provided by the hosting club). – Helena
NAME CHANGES
14. Change big bike class names for bike size. 125 to 250 and 250 to 450. - Billings
15.Change class names to expert or A to help with amateur status. - Billings
CHANGES RELATING TO THE CLUBS
16. Require tracks to have a pvc pipes buried at finish line for transponder set up prior to race day - Billings
17. Lower the number of 10 outhouses since the attendance has gone down. – Dillon
18. Extend quiet hour to 1030 - Billings
19. Get rid of technical inspection part of rule book or ACTUALLY enforce it like Livingston does. Require clubs to inspect before practice. - Billings
20. Allow 2 tracks to share the same weekend if mutually agreed upon.(Go to one track Saturday and one Sunday (Billings/Reed Point, Butte/Anaconda, Helena/Butte, Helena/Great Falls, Great Falls/Conrad, Niarada/Plains, Niarada/Kalispell) -Billings
21. Require tracks to have finish line just before or close to start/first corner so next moto may start efficiently. - Billings
22. Allowing only HCMA Board members to vote at the State Meeting (Each area that has at least 20 riders would be represented by two board members). – Helena
23. Allow ‘pit vehicles’ used by personnel over 21. - Billings
23a. Allow ‘mechanic’ to ride shotgun if above doesn’t pass(driver must have helmet) - Billings
24. Require that the 50 classes run their race on the big track as much as possible and use the same finish line (transponders) - Billings
POINTS ANDYEAR END CHANGES
25. Require ALL classes to meet 60% of laps per moto to receive moto points. ( Currently the rule is 50% and all 50 riders receive finish points.) - Billings
26. At year end – each riders lowest score or no score race will be eliminated from the overall points standing for determining the year end placement. – Great Falls (Several reasons – family emergency – injury – equipment issues during a race. Want to throw out the lowest scoring race. )
27. Get rid of 60% rule to qualify for year end. You place what you place. If rule stays….change year end payout to only those who do complete 60%. - Billings
28. Base year end awards on the numbers of riders that competed in 60% of the races, rather than on everyone who signed up in the class. Maximum of 7 trophies per class. Ex: If 20 riders signed up in one of the amateur classes but only 10 of them competed in 60% of the races, the year end would be based on 10 riders not 20, so the awards given would be 3 instead of 7. – Helena
TROPHY CHANGES
29. On race day, trophy only the top 3 in each of the amateur classes and reduce entry fee from $25 to $20. This would make it easier for the clubs to estimate the cost and number of trophies needed for each event. By reducing the entry fee and number of trophies it would be a financial wash for the clubs. Pro classes would remain the same. Helena
30. Trophy Big bike classes top 4. Mini classes top 5. Pay Pro’s $100, $70, $40 for 7 or more and $70, $40 for less than 7. - Billings
31. Create a large plaque, with a spot for actual number of race weekends. Have
some heavy duty plaque with HCMA 2011 in center and class name. If ‘ten’ race season, then adjust
plaque to only allow for that. Then, each rider could receive a plaque plate for each position each
weekend. Cuts back on costs, room at home, and way nicer down the long road. - Billings
SCHEDULING CHANGES
32. Get rid of ‘senority rule’ for scheduling of race weekends. Work as a whole so we all have good race dates - Billings
Let tracks like Reed Point go early on. They don’t stand a chance in August. They can race early April, Anaconda and Niarada are cold and usually have snow. Bump them maybe to first of May.
Billings wants in, but needs race before July 1.
Livingston does well before June 1.
Have NO August races. -Justin Delaware
Try to schedule more around bigger races…World Minis, Loretta’s, Washougal, Lakewood.-Billings
33. One day races only, no option for a split day schedule. - Billings
34 New race schedules to allow better flow. Justin to present. - Billings
MISC.
35. Point of interest: Follow the rules for everyone and consistantly. If a junior rider is penalized for yellow flag racing then a pro needs to be penalized the same. Billings
36. Advancement rules…needs discussion…Not sure what to say!!!! But the top guys pullin over and
‘third place’ guys winning causes the ‘not ready’ riders to move up. - Billings- We will have some general discussion but there is no rule change proposed here.
